Description: The Manager, Nursing Operating Room (OR) is responsible for creating and sustaining a healthy work environment for nursing and unit-based personnel. This role fosters excellent professional nursing practice, shared decision-making, interprofessional teamwork, collaboration, and a safe and caring environment for patients, families, and staff. The manager plans, develops, implements, evaluates, and monitors policies and procedures, budgets, and the allocation of resources. This includes continuous quality and performance improvement initiatives, educational programs, and shared governance councils to achieve departmental and organizational goals and objectives. Nursing care may be provided as needed.

Essential Functions: The role develops and articulates a vision for nursing practice for the area of responsibility. Supervisors and staff are engaged in developing and implementing departmental goals and objectives. A healthy work environment is created through shared governance structures and processes that support evidence-based nursing practice and research. The manager facilitates the professional development of staff through role modeling, teaching, and mentoring. Staff competency is ensured based on standards of practice for the patient population served. Timely communication of new or revised protocols, policies, and procedures is maintained to keep staff well-informed.

Quality, Evidence-based Practice, and Research: Current knowledge in evidence-based clinical and leadership practices is maintained. Quality and performance improvement initiatives are planned, implemented, evaluated, and monitored. Evaluation of the quality and effectiveness of nursing practice is systematically analyzed. Practice changes are facilitated through the use of evidence-based practices and research findings. Opportunities for clinical research are identified and proposals are made.

Caring Practices/Service Excellence: A compassionate, supportive, safe, and therapeutic environment is created and sustained for patients, families, and staff. Patterns and trends from departmental patient care conferences, interprofessional rounds, and outcome data are analyzed to implement changes for better outcomes. Service excellence initiatives are championed to ensure consistent implementation by staff. An environment that supports the professional and personal growth of staff is fostered. Development and implementation of the department's succession plan are the manager's responsibility.

Response to Diversity: Awareness of individual differences is developed among nursing staff and other healthcare providers. Age-specific and developmentally-appropriate patient care is role modeled, taught, and provided. Conflicts affecting performance and/or the work environment are identified and resolved.

Advocacy and Moral Agency: Advocacy on behalf of nursing staff to represent the concerns of patients, families, and staff is conducted. An ethical practice environment for professional practice and patient care is fostered. Optimum communication, teamwork, and coordination of care are encouraged. Ethical and clinical concerns are identified and resolved. Health care is promoted at local, state, and national levels.

Facilitation of Learning: The learning needs of staff and patients/families are monitored. Assistance is provided in designing, implementing, and evaluating educational opportunities. Learning for patients and families, nursing staff, and other healthcare team members is facilitated.

Collaboration: Professional leadership and accountability for nursing's role within the interprofessional healthcare team are modeled and taught. Participation in departmental, hospital, and system-wide programs, committees, and special projects is expected to achieve target outcomes. Collaboration with medical and administrative staff ensures the provision of safe and quality healthcare.

Systems Thinking: Knowledge of organizational mission, goals, and systems is integrated into staff and patient strategies. Prioritization of competing demands is conducted to redesign systems to best meet the needs of the patient population and staff.

Professionalism: Nursing practice and the work environment are improved through participation in shared governance and decision-making. Recognition of contributions from others is meaningful. Personal goals are identified and opportunities for lifelong learning are sought. Professional development of peers, colleagues, and others is contributed to. Achievement of national board certification in specialty is expected within two years of promotion or appointment.

Key Success Factors: Knowledge and understanding of nursing and patient care standards and procedures are essential. Awareness of laws, regulations, and standards governing nursing care is necessary. Knowledge of medical terminology, health promotion principles, and medication effects is required. Effective communication skills, both verbal and written, are crucial. Ability to provide quality, patient-centered care and modify care plans as necessary is essential. Decision-making around operational effectiveness and resource use is required. General computer skills, including Microsoft Office and electronic medical documentation, are expected
